Schowalter Villa has been granted the final approval from City Council to move forward with the construction of a new independent living neighborhood, Praire Lakes, with the creation of an unusual benefit district.
At the November City Council meeting, Councilors discussed the benefit district at length but were unable to vote on the issue due to lack of a quorum.
City Bond Council J.T. led the discussion with Council regarding the unusual circumstances surrounding the benefit district.
“This one is a little bit unique in that the property being assessed is all owned by one land-owner. With developers, that is not always the case. In developments, we re-name the landowners as properties are purchased. In this case, we have one landowner throughout,” he said.
